What is the "external" promise of the gospel?

Some say that "external call" of the Gospel is to everyone, while the "effectual / internal call" to the elect only. In the Bible, the call / command of the Gospel goes TOGETHER with the promise of the Gospel. Examples:

'Come unto me, all ye that labour and are heavy laden (call / command to come), AND I will give you rest' (promise). (Mt.11:27)

'Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins (command), AND ye shall receive the gift of the Holy Ghost' (promise) (Ac.2:37)

'Believe on the Lord Jesus Christ (command), AND thou shalt be saved, and thy house' (promise). (Ac.16:31)

If he so called external call of the Gospel be addressed to everyone without exception, then what is the accompanying external promise?

A universal command implies and necessitates a universal promise attached to it, which promise is conditioned upon the fulfillment of the command. Examples:

'Come unto Christ everybody AND Christ shall give rest to those of you who do come'.

'Repent...AND those of you who do, shall receive the gift of the Holy Ghost'.

'Believe on the Lord Jesus Christ, AND those of you who do so, shall be saved and your houses, if they so do.'

Manifestly, these samples of preaching are overtly Arminian. The Calvinistic duty faith preachers want to escape Arminianism. They insist that the call of the gospel is to all men, head for head, while the promise of the gospel is only for the elect. But as the above examples demonstrate, commands and promises in Scripture are addressed to the same people. So, if everybody without exception is to be commanded to believe on the Lord Jesus Christ, then everyone without exception MUST BE promised that they shal be saved (if they do believe) and their houses (if they do so). To avoid the predicament, duty faith preachers in the Reformed camp come up with a truncated gospel call for all men. They will most emphatically shout 'Believe on the Lord Jesus Christ!' but they'll be shy to say 'and thou shalt be saved and thy house to everyone'. They know full well, a universal promise is of necessity a conditional promise. Hence they will issue commands without any promises. To make sure that the reprobates get their hopeless / promise-less duty.

Выражение "Законченный Подвиг Христа" также означает, что радостная новость о нём (Благая Весть) не может "предлагаться" всем людям. На самом деле, её невозможно предлагать кому-либо вообще, по определению. Её можно лишь возвещать в пределах физического слышания всех, к кому Бог посылает Своих вестников-глашатаев. Но направленна Благая Весть только к овцам Христовым. Благая Весть призывает только овец Христовых, потому что Христос зовёт только овец Своих. По этой причине, Бог повелевает всем избранным людям Своим повсюду покаяться и веровать во Христа, Который умер за них.

The expression "Finished Work Of Christ" means that there is nothing to be added to what has been accomplished by the Messiah on the cross of Calvary. Including a perfect justification of everyone, He has born the sins of. Hence, a person is not 'justified' by their act of believing on Christ, for that would mean Christ's work was not really finished at Golgotha. But a person is evidenced as justified by the fact of their believing in Christ Who died for them.
The expression "Finished Work Of Christ" also means that the good news of it - GOSPEL cannot be "offered" to everyone. In fact, it cannot be offered to anyone. It is just proclaimed / heralded within the physical hearing of all to whom God sends His messengers / ambassadors of reconciliation. But it is addressed only to Christ's sheep, whoever they are and wherever they are. The gospel calls Christ's sheep only, because Christ calls His sheep only. Therefore the gospel commands all elect men every where to repent and believe on Him Who died for them.
Выражение "Законченный Подвиг Иисуса Христа" означает, что ничего не может быть добавлено к тому, что совершил Христос две тысячи лет назад на кресте для людей Своих. Включая оправдание всех тех, чьи грехи Он понёс. "Совершилось!" (Иоан. 19:30). Отсюда, оправдание верой не означает, что человек получает оправдание впервые когда веруют во Христа, ибо это бы означало, что Христов подвиг не закончен, но нуждается в добавлении нашей веры. Но вера наша (которая от Него и Им) является *свидетельством праведности*, которую Христос приобрел для нас Своей кровью. Верою Авель принес Богу жертву лучшую, нежели Каин; ею получил *свидетельство, что он праведен*, как засвидетельствовал Бог о дарах его; ею он и по смерти говорит еще. (Евр.11:4)
